Capacity Building in Migration Management

Capacity Building for the Ministry of Refugees and Repatriation (MoRR): IOM supports the efforts of the Ministry of Refugees and Repatriation (MoRR) to enhance its capacity to effectively and efficiently deliver services. Working in coordination with the MoRR headquarters in Kabul and the provincial-level Directorates of Refugees and Repatriation (DoRR), IOM draws on its extensive international experience in migration management to provide strategic guidance and training, as well as technical support for beneficiary data management.

Afghanistan Passport Issuing System and Afghanistan Visa Issuing System (APIS/AVIS): The APIS/AVIS project was launched in 2005 with the objective of enabling the Government of Afghanistan to introduce a Machine Readable Passport and Machine Readable Visa compliant with International Civil Aviation Authority (ICAO) standards and consistent with international best practices. With the project now in its third phase, a Machine Readable Travel Document issuing system is currently functional both within the country and outside through Afghan diplomatic/consular facilities.

Electronic National ID Card (E-Tazkira): IOM recently commenced a 12-month initiative to support Afghanistan’s Ministry of Interior in implementing the first phase of introducing Electronic National ID cards (E-Tazkira) in Kabul. Support to the Ministry falls into two main areas: operational and capacity building support to core business process set up and strengthening; and development and enhancement of associated policy, legal and regulatory frameworks.
