New Information Management System Allows For Rapid Responses To Natural Disasters In Afghanistan

The International Organization for Migration (IOM), with the support of the Government of Japan, and in close partnership with the State Ministry for Disaster Management and Humanitarian Affairs (SMDM/ANDMA) launched the new Natural Disaster Management Information System (NDMIS) that will not only allow Afghanistan to “develop both short and long term responses to natural disasters, but will also bring about improved quality and quantity of information, management decision, future planning, internal and external communication and control and supervision”, says IOM Chief of Mission Laurence Hart.

Afghanistan ranks as one of the most natural disaster prone countries in the world, frequently subject to earthquakes, flooding and other incidents with over 200,000 persons affected annually. The development of the NDMIS system in response to Afghanistan’s experience with natural disasters was initiated in early 2016 and constitutes “a milestone achieved in our ministry, allowing us to collect exact information from the field and respond to natural disasters in a timely manner”, explains H.E. Minister Wais Ahmad Barmak from SMDM.

NDMIS manages all information SMDM centrally and consists of a comprehensive set of modules. The major advantage is web-based storage of all natural disaster related data, ranging from initial reporting and assessments of an incident to beneficiary distribution information and warehouse/stock management figures. The platform is accessible to both governmental and non-governmental organizations which will allow for a more coordinated response to natural disasters throughout Afghanistan. Furthermore, NDMIS also contains and early warning and mitigation modules, aimed at preventing the exposure of the Afghan population to natural disasters.

The system is currently active in 10 Afghan provinces and will be extended to a further 15 provinces in the near future, with the support of IOM as implementing partner and USAID’s Office of US Foreign Disaster Assistance as the donor partner. “We aim to have NDMIS activated in all 34 Afghan provinces by the end of 2018”, declared H.E. Minister Barmak. “We thank IOM for their excellent technical support and the embassy and people of Japan for their financial support to our Ministry and Afghanistan”.

تکنالوژی جدید امکان رسیدگی سریع به آفات طبیعی در افغانستان را فراهم می نماید

سازمان بین المللی مهاجرت یا (IOM) با حمایت دولت جاپان و مشارکت نزدیک با وزارت دولت برای رسیدگی به حوادث (SMDM/ANDMA) سیستم دیتابیز اطلاعاتی را به هدف رسیدگی سریع در کوتاه مدت و دراز مدت به حوادث طبیعی در افغانستان راه اندازی نمودند. آقای لارنس هارت، رئیس مامؤیت سازمان بین المللی مهاجرت یا (IOM) اظهار نمودند که " سیستم اطلاعاتی رسیدگی به حوادث طبیعی (NDMIS) نه تنها امکان ایجاد رسیدگی به حوادث طبیعی را در هر دو کوتاه مدت و دراز مدت برای افغانستان فراهم می سازد، بلکه باعث بهبود در کیفیت و کمیت اطلاعات، تصامیم مدیریتی، برنامه ریزی آینده، اطلاعات داخلی و خارجی و نظارت می گردد.”

جلالتمآب ویس احمد برمک وزیر وزارت دولت در امور رسیدگی به حوادث طبیعی (SMDM) توضیح نمودند که، ایجاد سیستم اطلاعاتی رسیدگی به حوادث طبیعی (NDMIS) در پاسخ به تجارب افغانستان از حوادث طبیعی در اوایل سال ۲۰۱۶ میلادی آغاز گردید و  تشکیل دهندۀ " نکتۀ عطف بدست آمده در این وزارت بوده که برای ما امکان جمع آوری اطلاعات دقیق را از ساحه و رسیدگی به حوادث طبیعی در اسرع وقت فراهم می سازد" می باشد.

سیستم اطلاعاتی رسیدگی به حوادث طبیعی (NDMIS) تمام اطلاعات وزارت دولت برای رسیدگی به حوادث (SMDM) را بصورت مرکزی مدیریت نموده و مجموعۀ جامع از مادیول ها را تشکیل می دهد. بزرگترین مزیت این سیستم توانمندی ذخیره نمودن تمام معلومات جمع آوری شده در مورد حوادث طبیعی در ذخیره گاه مبتنی بر وب/ انترنت، اعم از گزارش ابتدائی و ارزیابی سریع یک حادثه الی توزیع مواد مستفید شونده گان، گزارش دهی و مدیریت انبار می باشد. این سیستم به هر دو نهاد های دولتی و غیر دولتی قابل دسترسی بوده که در نتیجۀ آن امکان رسیدگی بیشتر همآهنگ شده و به اسرع وقت را حین وقوع حوادث طبیعی در سراسر افغانستان فراهم خواهد نمود. علاوه از این، سیستم اطلاعاتی رسیدگی به حوادث طبیعی (NDMIS) همچنان دارای مادیول های هوشدار های زودهنگام و کاهشدهی می باشد که هدف از آن جلوگیری افغان ها از قرار گرفتن در معرض حوادث طبیعی می باشد. جلالتمآب سفیبر دولت جاپان در افغانستان تاکید نموده اظهار داشتند " من مطمئن هستم که چنین تلاش ها نه تنها خطرات حوادث را جلوگیری و کاهش می نماید، بلکه همچنان در انکشاف پایدار، صلح و ثبات در کشور کمک می نما
